Kentucky currently is under a de facto moratorium due to challenges to its lethal injection protocol. Three death row inmates have lethal injection lawsuits pending in court. They are Ralph Baze, T.C. Bowling and Jeffrey Leonard. One federal lawsuit challenges using a lethal injection drug which requires a physician involvement although physicians are prohibited from participating in an execution.
