It is time for the governor to declare a moratorium on the death penalty in Arkansas in order to assess its impact on the state. Several factors have increased the awareness of the citizens of Arkansas including the possibility of killing innocent people. We propose a petition drive to demonstrate to the Governor that at least 75,000 registered voters think that the death penalty needs a thorough study to determine its effects on the citizens of Arkansas. With an accurate depiction of the effects, then the citizens of Arkansas and their elected representatives can make a rational choice of the future of the death penalty.
Informed persons estimate the cost from prosecution to execution to exceed $2,000,000 per death case.
In all too many cases, defendants in capital murder cases continue to receive less than adequate defense at their initial trial.
Based on the data, the capital punishment system seems to sentence a disproportionate number of African American and Hispanic men to death.
No systematic survey has been done, but based on anecdotal evidence, it appears as if prosecutors may bring different charges in very similar cases
