Jeffrey Borden was sentenced to death in 1995 for the 1993 murders of Cheryl Borden and Roland Harris.
Borden's attorneys maintain that he had a history of mental illness, including being hospitalized, receiving shock therapy and attempting suicide on multiple occasions before the murders.
