The number of federal death penalty trials proceeding in the U.S. has skyrocketed since 2001, after George W. Bush took office as president. The U.S. Justice Department increasingly is seeking the death penalty in non-death penalty jurisdictions, including Washington, D.C., Puerto Rico, Vermont, Rhode Island, Massachusetts and Michigan.
